Obstacles Continue for Humanitarian Assistance in Northern Gaza Despite Truce
While the access route from Egypt starts functioning this week, humanitarian organizations face major challenges distributing assistance to Gaza City, the region worst hit by food shortages, analysts state.
Infrastructure Issues
Primary highways are virtually blocked due to extensive devastation across the devastated territory – or continue to be controlled by military units. Any vehicle that breaks down is probably will be immediately stripped.
The primary crossing, the main entry point to the northern territories, destroyed during multiple years of fighting, has been closed for several weeks, and government representatives have told aid groups in Gaza that there are no current intentions to activate the entry location, per reports from humanitarian staff.
Devastation in Northern Territories
The main city was the focus of a major Israeli offensive initiated in August that was continuing when the peace agreement was agreed upon recently.
Damage in the northern region has been widespread, with whole settlements including urban centers and Beit Hanoun in ruins as well as many of the surrounding regions of the main city.
"Any activation of a border point into Gaza is welcome, but we need to ensure we can reach people where they are," commented a senior director from an international NGO.
Relief Situation
Observers said many of the roughly 300,000 people who have gone back to the north from the densely populated southern area where they had been living during the armed conflict were now "camping" among the ruins of their homes, often without any protection and with insufficient nutrition or hydration.
A representative from a UN agency said the destruction in northern Gaza was "overwhelming".
"We see block after block, building after building ... there is urgent requirement for drinking water. The situation is dire. We need each access route open," the spokesperson, who was in the urban center recently, added.
Limited Entry
A community leader located in the urban center said the needs in what used to be the region's active economic and social center were "overwhelming".
"We see this optimism and hope but there needs to be immediate enhancement on the access routes. There has been no substantial progress on the situation yet," the representative said.
"There remains a small quantity of assistance [and] we are only starting to grasp the level of damage. Multiple thoroughfares are completely covered in debris ... there is scarcely a building that is safe. We see destruction and unexploded bombs throughout the area."
Current Developments
Recently, relief groups said modest volumes of vital cooking gas reached Gaza for the first time in many weeks, along with deliveries of wheat, grains and produce. The recent deliveries sent commercial prices decreasing.
Within a central community, a community member said there had been noticeable change since the peace agreement.
"Stores are stocked with food, produce, and fresh fruit, although the rates are still high and not accessible for the entire population," the resident stated.
Colder Months Preparations
"The crucial necessities at present, particularly given the coming of winter, are to have a temporary housing to protect us from the cold weather and cold-weather clothing because the stores do not have adequate garments for us or, if they can be found, they are scarce and prohibitively costly."
Multiple organization-assisted food preparation facilities in various locations have begun working again since the peace agreement.
Assistance Transport
Trucks were reported to have entered the humanitarian corridor via the eastern border to Gaza during Wednesday, though exact numbers were unclear.
Israel's public broadcaster stated that recent humanitarian shipments would include food, medical supplies, energy sources, fuel for cooking and materials to fix crucial facilities.
"Relief supplies continues to enter the Gaza Strip through the border access point and other crossings after Israeli security inspection," an Israeli security official said.
Distribution Challenges
But monitoring the number of trucks could be inaccurate, advised an expert from an international NGO. "It's crucial to understand what is in the vehicles and their capacity levels for it to be a genuinely useful measurement," the expert said.
Business entities are sending groups of vehicles containing sweets, soft drinks and snacks, which have poor dietary quality, while urgent medical support for young people or others who have lacked proper sustenance for two years are limited.
Medical Conditions
Within the northern urban center, only seven nutritional outpatient clinics are operating, compared with many in July.
Various groups have significant funding of humanitarian goods stockpiled near the territory awaiting entry. A humanitarian body supporting the population across the territory for decades has three months' worth of nutrition for the entire population ready to be delivered.
"We have the supplies, the equipment and the skills ... we simply must have the permission," said one aid worker, just returning from Gaza.
Political Factors
An international initiative outlines that "full" support should enter Gaza and be provided through the UN and the Red Crescent, without obstruction from either armed factions or national security.
This seems to prevent the disputed government-supported relief agency which started working in earlier this year, causing disorderly situations and multiple fatalities as large groups of people assembled around its aid locations.
